Benefits of Eway Bill:

Central government has launched a new E-Way Bill Portal to facilitate GST E-Way Bill Registration. Now, all the tax-payers can generate eway bill online which is essential for the movement of goods across the country. Accordingly, transporters can access the portal and make enrollment through the official website here.

FOR REGISTERED USERS

2. On the home page , click on the “eway bill registration’’ link present at the right side of the page.

3. Register by entering GSTIN on E-Way Bill portal.

4. Authentication is done with an OTP sent on their registered mobile number.

5. User can create Username and password to use E-Way Bill portal.

FOR UN-REGISTERED USERS:

1. Firstly Visit the official website here.

2. On the home page , click on the “eway bill registration’’ link present at the right side of the page

3. Enroll by providing PAN details on E-Way Bill Portal

4. Authentication is done with OTP sent through Aadhaar registered mobile number

5. User enters other business details in E-Way Bill Portal

6. User can create Username and password to use E-Way Bill Portal.

Latest Update On E-way Bills:

The GST Council in its 22nd meeting held in October last year, had decided that the e-way bill under GST will shall be rolled out nationwide from the April 1, 2018. This was surely good news for businesses across the nation, as they got more time to get acclimatized to the various changes brought in by the GST era.
However, final decision on the roll-out of GST E-way Bill will be taken in the meeting of GST Council on 10th March 2018

As per Official Notification-11/2018 dated 2nd February 2018: Mandatory Implementation of e-Way Bill is now cancelled from 1st February 2018. E-Way Bill generation is optional until further notification this regard.

Earlier Notifications :

1. E-Way bill rules  rolled out on a trial basis from 16th Jan 2018
2. The e-way bill for inter-state transport implemented in India from 1st February 2018 along with 13 States agreeing for Implementation of e-way bill for Intra-State transport too
3. The states can opt to follow the e-way bill system for intra-state transport anytime between 1st Feb to 1st June 2018
4. From 1st June 2018 e-way bill rules for intra-state transport will uniformly apply to all states.

Current status of  States Implemented Eway bill:

Mandatory Implementation of e-Way Bills from 1st of February 2018,  for inter-state movement of goods, is officially postponed to a date not notified followed by several reports of technical glitches faced on the nation-wide common e-Way Bill portal.

The following states have notified e-Way bill for mandatory inter-state transport of goods:

  1. Karnataka
  2. Uttarakhand
  3. Rajasthan
  4. Kerala

Rest of the 25 States and 7 Union territories have joined the e-Way Bill league on trial Basis till 31st January 2018.

Starting from 1st February 2018, all the registered suppliers or the transporters/ recipients as the case may be belonging to these 25 States and 7 Union territories must compulsorily generate e-Way Bill for Inter-State movement of goods.

13 States have agreed to implement e-Way Bills for Intra-State movement of Goods with effect from 1st February 2018. These are: Andhra Pradesh,, Arunachal Pradesh, Bihar, Haryana, Jharkhand, Karnataka, Kerala, Puducherry(UT), Sikkim, Tamil Nadu, Telangana, Uttar Pradesh and Uttarakhand.

What is the responsibility and liability for the transporter in E-Way bill system?

Transporters carrying goods by road, air, rail, etc. also need to generate e-Way Bill if the supplier has not generated an e-Way Bill due to any reason.

Generate e-way bill on basis of information shared by the suppliers/ consignors regarding the Invoice/challan.’

If the transporter does not generate in the above circumstances when he is required to, he may face penalty of Rs 10,000 or tax sought to be evaded (wherever applicable) whichever is greater, further liable for confiscation of goods and seizure of vehicle

Characteristics of Eway bill portal:

1. User can create master of Customers, Suppliers, and Products for ease of generation of E-Way Bill.

2. User can monitor E-Way Bills generated on his/her account/behalf

3. Multiple modes for E-Way Bill generation for ease of use

4. User can create sub-users and Roles on portal for generation of E-Way Bill

5. Alerts are sent to users via mail and SMS on registered mail id/mobile number.

6. Vehicle Number can be entered either by supplier/recipient of goods who generates E-Way Bill or transporter

7. QR code is printed on each E-Way Bill for ease of seeing details

8. Recipient of the consignment can accept or reject E-Way Bill, if it does not belongs to him within 72 hours of generation

9. The Generator of the E-Way Bill can cancel it within 24 hours

10. Consolidated E-Way Bill can be generated for vehicle carrying multiple E-Way Bill consignment.

Modes to generate Eway bill:

1. Web — Online using browser on laptop or desktop or phone etc

2. Android based Mobile App on mobile phones

3. Via SMS through registered Mobile number

4. Via API (Application program interface) — i.e. integration of IT system of user with E-Way Bill system for generation of E-Way Bill

5. Tool based Bulk generation of E-Way Bills

6. Third party based system of Suvidha Provider.
